Foundation of largest universities of national scale is a reaction to challenges of global modern economy in which competitive advantages are defined by accumulated and implemented human capital. A modern university, being a place of formation of intellectual capital in all its forms (knowledge, innovations, competence), is becoming an important driver of socio-economic development of the region, a defining factor of its successful integration into international cooperation programs.
Foundation and development of Far Eastern Federal University can become a new impulse for the Far East development and will promote the development of the innovative economy branches, integration into the hugest APEC projects, formation of intellectually rich and comfortable environment for living in the region. Implementation of accumulated potential requires search for efficient mechanisms of cooperation between science, education, and innovative sector in the region, and the answer to the key issues of the current agenda:

• What challenges and problems arise in the human capital sphere in connection with the Far Eastern region entering international cooperation programs within the frame of APEC?
• Purpose and structure of Far Eastern Federal University in the Russian system of higher education and in international university competition.
